The story of draft dodgers and deserters in Canada in the Vietnam War era is one that shows how transnational movements can have an impact beyond their apparent scope. From its beginnings in 1966 until its actions in 1972 and 1973, this social movement developed from a scattered array of more-or-less networked individuals to a robust, if small, movement capable of rapid and effective action, displaying an understanding of the interaction between the media, mobilization, public opinion, and politics. The various organizations in this movement developed extensive knowledge of immigration and border crossing regulations, job and housing information, and the legal consequences of resisting the draft or deserting the military. Though responses to the needs of resisters differed somewhat by region and local expertise, the movement used this knowledge to advocate on behalf of resisters and to challenge federal government policy on immigration. In late 1973 the movement transitioned to become a more American-centred, American-driven movement calling for an amnesty to allow Americans to return to the U.S. following the end of the war. But during its existence, it contributed to and shaped both Canada’s self-image as a peacekeeping nation and a haven for refugees and the immigration policy that remained, essentially unchanged, until the twenty-first century.
